I registered to take the exam today at 2pm, and did not realize I had scheduled it for 2am. Could somebody assist me

I have failed the exam three times and every time I have received the same numbers systematically that I need to be reviewed. How is this possible. How can I failed the same numbers 3 timed. Is there a glitch in the system? I really need some answers. It'd practically impossible for thus to happen when I'm given different questions on every test but my results show I have failed the same numbers three times. I need to reschedule my exam. The area is getting hit with a massive rain storm and my basement gets water. Will there be a reschedule charge due to mother nature? Also, weather reports calling for power outages. Please advise.
