I tried creating a user account and have never received the confirmation email to continue to set up the account. I also went back to make sure that I entered my email correctly and tried to sign up again and it said the username was already in use. How do I gain access to creating my account?

I recently passed the HUD Housing Counselors exam and passed. I was sent an e-mail requesting that I complete an application on FHA Connection. The problem is that I do not currently work for an agency and therefore can not complete the application relating to the Agency HCS ID and the Hire Date as I am not currently associated with an agency.
