I have reviewed your previous instructions and I have reset my password multiple times. Even after my account was reset the blue hyperlink to "set-up two factor authentication" does not do anything. There is no option to provide a code or set up for two-factor log in. I have checked my security settings and enabled pop-ups, redirects, location, etc. I have also tried logging in from my phone and the link does not work either. I do have the Microsoft authenticator app on my phone.
I have one or two attempts left so if we could get this resolved today that would be ideal as I'm trying to register for the HUD Exam.

Unable to set up two-factor authentication with my account.
Also when I am logged in there is no record of the modules I have completed or the knowledge assessment.
