Ticket from Jennifer Hagan - Certification Exam

I have a counselor, Kenslande Jeanbart, that attempted to take the HUD exam on March 1st. Before the first question was even asked, her test was suspended and she could not take the exam. It appears this occurred because she was giving herself a pep talk.

After this happened, the test was rescheduled for an additional $50 for the following day, March 2nd. When she logged in to take the exam, the account was still in suspended status. Why were we allowed to reschedule the exam and pay an additional fee if taking the exam was not an option? What needs to be done to get this suspended status lifted? This should not have happened from the start. If a person cannot give themselves a pep talk at the beginning of the exam, it should be clarified in the rules.
