Hello, I would like to get certified as a HUD Counselor.

I see that two of the requirements ton get certified are to pass exam and work for an agency approved to participate in HUD’s housing counseling program.
I recently started my own Financial Consulting/Coaching company. Since I don't work for an approved agency, does that mean I couldn't get certified?
