I am trying yet again to get into my account to schedule another test date, but I can't get into my account. I have signed up for the 2-part sign in several times. I don't understand why I can never speak to anyone. Surely you all can see that I have registered. Please advise.

You are correct, your two-factor has been enabled on your account.
Using the app you downloaded at the time of set up log in with a 6-digit code created within that app.
Please note, that the app regenerates a new code every 30 seconds, a helpful tip, enter the characters of the CAPTCHA before entering the 6-digit code to avoid a new code regenerating.
For example:
Click the "Log In" on the HUDhousingcounselors.hud.gov landing page.
Enter email and password for account, click "Log In" button.
Enter CAPTCHA characters FIRST and then enter Authentication App Verification Code (6-digit code found in authenticator app), Click "Verify" button.
