Have been told that i am not able to use pen and paper and read test out loud- but the email i received from support says i do. I am not sure - also what does using pen and paper mean

I'm not able to register for the HUD exam. When I get past the begin registration page it takes me to the webassesor page. When I enter my information it says my email address is taken. If I click on the login button and try to log in with my HUDhousingcouselors information it says it's wrong. Is there something I should be doing?
