The Certification Exam is made for individual users. There is no way of creating a group account or for providing any management account functions on the site.

Regarding the camera needed for the certification exam, please review the requirements for online proctoring on Kryterion's Online Proctoring Support page.  

If your camera and equipment are insufficient for online proctoring, you can Locate a Kryterion Testing Center.

Registration for exams to be taken both online and in person is now available. On the home page at HUDHousingCounselors.hud.gov  choose the “Exam Center” tab and then “Register for Exam.” Everyone who wishes to take the exam must register at HUDHousingCounselors.hud.gov. When you register for the exam, it will ask you if you wish to take the exam online or in person.

In order to be certified, an individual must both pass a standardized written examination covering six major topic areas, and work for an agency approved to participate in HUD’s housing counseling program. For your information, the training is open to all individuals.
