To take the Exam online, you will need to register for an appointment for online proctoring. You will need to have Internet access and access to a computer that has the minimum capabilities described at Proctor U: Technical Requirements. You can test your computer readiness prior to the actual exam by going to Proctor U’s Test It Out checkpoint.
You can access the Study Guide with any device that supports viewing for PDF documents. You will need a device that meets the system requirements to access the online modules.

Yes. HUD will receive a notification that you passed the Certification Exam and were issued a certificate.
No. Once you pass the Certification Exam, you will automatically be added to the HUD Housing Counselor roster.
The Dodd-Frank Act of 2010 requires that individual housing counselors participating in HUD’s Housing Counseling Program shall demonstrate, by written examination, competence in providing counseling in each of the following areas: Financial Management; Property Maintenance; Homeownership and Tenancy; Fair Housing Laws and Requirements; Housing Affordability; and Avoidance of, and responses to, rental and mortgage delinquency and avoidance of eviction and mortgage default.
