Is HUDHousingCounselors.hud.gov in an official HUD partnership? Or are you a private for profit company?

I have tried to take the exam a couple of weeks ago, but I have not successful downloaded the Sentinel software and I do not understand why, but I want to resolve this in order to take the exam that is now rescheduled
