Certification Requirement

Housing counseling required under or provided in connection with HUD programs must be provided only by certified housing counselors who work for organizations approved to participate in HUD’s Housing Counseling Program. In order to be certified, an individual must both pass a standardized written examination covering six major topic areas, and work for an agency approved to participate in HUD’s housing counseling program.

There is no limit on how many times you can take the exam. However, the registration system does limit the number of times a candidate can register for the exam. 

If you receive a notice about maximum attempts, please call Support at 800-448-7149. Support will manually unlock the registration system while on the phone with you allowing you to register. Please do not call Support for assistance until you are ready to complete registration and pay for the exam.

A former employee registered for the exam and is no longer with the agency. I am in need of a refund for that former staff member.

i am not sure of my counselor id number. I passed the exam on Friday, June 24, 2021

I need to cancel my exam for the time for a later date next month, I became very ill. and could not keep the schedule

To cancel or reschedule your exam, sign in to HUDHousingCounselors.hud.gov and select Change Your Test Date in the Countdown to your Exam! section of your User Profile Dashboard. 

Follow the steps to reschedule or cancel your scheduled exam (canceled exams will be refunded to the credit card used), then follow the steps to schedule a new exam.

Completion of training is optional and is not required to become certified. However, to increase certification exam passing rates, candidates are highly encouraged to study the course content.

To access the training, you must be signed into your account on HUDHousingCounselors.hud.gov. 

Once you are signed in, select “Training Center” at the top of the page. If you are already signed in, you can access the Training Center launch page directly.
