We have someone on our staff who we did not think had to be HUD certified. She does not counsel, she is an educator. We have developed some webinars in response to the pandemic on emergency budgeting and they are HUD billable. Would this employee need to take the certification test to teach this webinar?

Online Training status shows me as if I left off in Module 3.1. When I try to go in and Resume, it takes me to where I left off (Knowledge Check slide 17 /26) however will not let me advance from there. It appears to be frozen on that question.
