Can not get email with password to be sent to me

I put in my password and got an error. when I tried to say forgot password it gave me an error that my email address is not good. i then tried to set up my account all over and it stated my email address is already taken. not making any headway

Eligibility – In order to be certified, an individual must both pass a standardized written examination covering six major topic areas and work for an agency approved to participate in HUD’s housing counseling program. In other words, you can take the certification exam without being employed at a HUD-approved agency; however, to become certified you must pass the exam and work for a HUD-approved agency.  

I tried to sign in yesterday but never got an email. The same thing is true today. Please advise.

I have been locked out of my account for to many attempts to log in. Can you assist me. Thank you in advance.
